Consistency on overnight parking violations

We’ve had a jump in 2–4 a.m. street parking and I’m asking the board to authorize uniform citations after a 10-day notice and hearing opportunity, with guest passes capped at three nights per month so we don’t erode the rule. For those of you managing similar policies, do you document every exception in the minutes or handle it administratively to keep governance clean and defensible?

We handled it administratively: manager logs each waiver with reason and end date in a shared sheet, and the minutes just note “exceptions granted per policy,” with a quarterly tally so the board can spot trends without turning minutes into a parking diary. Small caveat: write into the rule that any waiver must map to a code (move-in, medical, construction) and auto-expire — “document the why, not the who.” Would a 6‑month lookback on guest passes help flag repeat “guests”?

We had the same “2–4 a.m.” surge; , what helped was a simple QR/Google Form guest pass tied to the plate, auto-expiring after three nights, and patrols photo-log plates so citations stick. We keep exceptions out of the minutes but send a monthly summary to the board; one caveat — make the three nights per household, not per car, or folks game it.
