Managing recerts when life happens

Anyone else juggling annual recerts when a resident loses work mid-cycle and HQS inspections are backlogged six weeks? I’m tightening our 30-day notices and EIV checks to stay HUD-compliant, but I’m also pausing evictions while we connect folks to ERAP, LIHEAP, and local mediation — curious how you balance compliance with flexibility without risking subsidy.

I use a 48-hour interim-decrease playbook: when someone loses hours, we date-stamp the request, take a signed self-cert plus proof they applied for aid, and push a temporary rent change effective next month, then “true-up” when third-party lands or EIV updates. With HQS delays, we send the PHA a weekly status note with repair receipts/photos so abatement doesn’t blindside anyone — paper trail thick enough to stop a door. Would your PHA accept tenant self-cert as the stopgap if verification lags?

@jadams70, quick example: when HQS is six weeks out, we build a 7-day ‘ready file’ — date-stamped photos, closed work orders, and access consent — and email it to the inspector supervisor asking for an abatement hold if their slot slips; we’ve had HAP continue because they can see the unit was ready. For income drops, we issue a 60-day conditional decrease effective the report date and set a firm revert date if third-party proof doesn’t land, so we stay flexible without creating a retro subsidy hole — does your PHA honor that setup?
