Trying to enforce rules with a wobbly board

I’m a community manager stuck between our HOA’s published rules and a board that keeps softening them after the fact, and it’s killing consistency. Posting this in Jump into Property Management so it’s on-topic. Friday night at 9:47 p.m., I was closing the pool (closes at 9) and hauling a glitter-pink flamingo float off the deck while a resident told me the board said weekends “don’t count.” I log every violation in Caliber with photos and timestamps, issue 2–3 warnings, then fines — yet last meeting (2 hours, 15 minutes) the board reversed 4 of 7 fines for “neighborly spirit.” How do you enforce fairly when the goalposts keep moving?
